Title Manager, Applications Development Services
Range Minimum $85,600
Summary The Services Manager is responsible for managing the interface between client organizations in need of ITS project services, and the Information Technology and Services branch. He/She assists in scoping, initiating and planning projects utilizing appropriate ITS resources as well the PMO. He/She works in collaboration with other ITS managers to ensure that the right ITS resources, whether internal or external, are assigned to projects to ensure success.
Duties and Responsibilities
  1. Supervises the work and manages the workload of staff with sound work plans. Recruits new staff with the required skills set to support the department’s mandate and responsibilities. Assists in recruiting of professional resources. Contributes to staff development by mentoring staff, providing effective performance feedback, conducting the Performance Management reviews, and ensuring that there are opportunities for skills development.
  2. Acts as primary point of contact in ITS for CIHI client organizations who require project work; represents clients in “brokering” appropriate ITS resources for project planning, initiation, and execution.
  3. Works closely with program areas in defining business requirements and increasing understanding of how applications and databases can meet and enhance business opportunities and objectives.
  4. In alignment with the Project Management Office (PMO), facilitates the initiation of project work requiring ITS resources, including overall project budgets. Works with ITS management team to plan and coordinate current and planned project activities and associated professional and technical resources.
  5. Using extensive background in ITS project management and drawing on relevant business knowledge, acts as a senior advisor to project teams as appropriate, for example at regular project status or Quality Assurance check points.
  6. Works closely with other IT managers to ensure that CIHI’s architecture and infrastructure remains current and appropriate for CIHI’s requirements as they pertain to applications and databases. With broader ITS management team, implements internal measurement methods and feedback tools to ensure compliance with policies, procedures, standards and desired service levels.
  7. Contributes to development and monitoring of Applications Branch strategic and operating plans and budgets. Manages and/or participates in development activities for the department and branch including process evolution, technology implementation and resource development planning.
  8. Maintains good internal and external stakeholder relationships through effective communication.
Knowledge & Experience
  • Graduate degree in Computer Science, Mathematics, Business Administration or equivalent.
  • Minimum of five years in Project Management and/or Technical Lead roles developing, project-based solutions for applications/database development.
  • Extensive knowledge and experience with all phases of the systems development life cycle
  • Broad knowledge of ITS technology platforms (mainframe to “n” tier) and relevant software technologies (Oracle, Java, etc.) in use at CIHI
  • Knowledge of health informatics, particularly at CIHI, a strong asset in this role
  • Strong interpersonal and communication skills.
  • Proven planning, organizational and management skills.
  • Ability to fulfil travel requirements.
  • Fluency in both official languages is an asset.
